A program of the Texas Department of State Health Services, CSHCN provides services to children with extraordinary medical needs, disabilities, and chronic health conditions. The CSHCN Services Program's health care benefits include payments for medical care, family support services, and related services not covered by Medicaid, CHIP, private insurance, or other "third party payors." The program also contracts with agencies throughout the state to provide an array of clinical and support services to children with special health care needs and their families. The CSHCN Services Program also assists children and their families by supporting case management at DSHS regional offices throughout Texas.

The Council ensures that all Texans with developmental disabilities have the opportunity to be independent, productive and valued members of their communities. It works to improve people's understanding of disability issues and ensure that the service delivery system provides comprehensive services and supports that meet people's needs, is easy to access and cost effective. Council members include individuals with developmental disabilities, parents and guardians, as appointed by the governor, as well as representatives from each major state agency that serves people with developmental disabilities. The Council also has representatives from the state's protection and advocacy system, Texas Center for Disability Studies and local organizations.
