State of Texas Assistance and Referral System (STARS)

The State of Texas Assistance and Referral System (STARS) allows you to self-screen for potential eligibility for programs provided by the Texas Department of Human Services and other Texas state agencies.

Temporary Assistance for Needy Families (TANF)

The purpose of the program is to provide financial and medical assistance to needy dependent children and the parents or relatives with whom they are living. Eligible TANF households receive monthly cash and Medicaid benefits.

Texas Comprehensive Energy Assistance Program (CEAP)

Energy Assistance is available to Texans through a network of contractors (often referred to as "subgrantees"). Located throughout the state, these contractors provide localized access to TDHCA's Energy Assistance programs. Providing energy assistance to Texans furthers the Texas Department of Housing and Community Affairs' goal to provide for affordable housing throughout the state. Energy costs significantly influence the affordability of housing for everyone, often impacting the basic subsistence requirements of a household.

Texas Department of State Health Services (DSHS)

Provides programs that help protect all Texans from illness, prevent the spread of disease, provide direct health services and promote emergency preparedness. Includes treatment and prevention for mental illness and substance abuse in its public health framework.

    Children with Special Health Care Needs (CSHCN) Services Program

    Provides services to children with extraordinary medical needs, disabilities, and chronic health conditions. The CSHCN Services Program's health care benefits include payments for medical care, family support services , and related services not covered by Medicaid, CHIP, private insurance, or other “third party payors.” The program also contracts with agencies throughout the state to provide an array of clinical and support services to children with special health care needs and their families. The CSHCN Services Program also assists children and their families by supporting case management at DSHS regional offices throughout Texas.

Texas Health Insurance Risk Pool

The Texas Health Insurance Risk Pool is a health insurance program created by the Texas Legislature to provide health insurance to Texas residents who either (i) cannot obtain adequate health insurance coverage as a result of their medical conditions, or (ii) are considered "Federally Eligible Individuals," as defined by the Health Insurance Portability and Accountability Act of 1996, commonly referred to as HIPAA.

The Food Stamp Act of 1977, as amended, is the legal base under which Texas administers the Food Stamp Program. The Act is implemented by the Code of Federal Regulations. The purpose of the program is to permit low income households to purchase a nutritionally adequate diet through normal channels of trade.
